The green chambers has directed Edo state Governor, Godwin obaseki, to issue a fresh proclamation for the inauguration of the incoming assembly within one week, but in absence of this, all actions taken by the 7th assembly members would be declared null and void pending proper inauguration.
This decision followed the presentation of the consideration of report to the House by the ad-hoc committee on the need for intervention in the Edo state house of Assembly crisis.
The house on Wednesday, further directed that all inaugurated members Of the state house of Assembly, be dissolved to the interest of peaceful co-existence of the state, with the view to move the House forward.
Honourable Abdulrasak Namdas, (APC, ADAMAWA STATE) presented the report: ” Mr Chairman, having investigated the crisis in the Edo state House of Assembly, we found out that there are two important point that are key to the heart of the matter and this two important points, first has to do with leadership of the Edo state House of Assembly. All of the factions wanted to produce a speaker for the leadership of that house and that created crisis
“Number two Mr Chairman, there was this issue of proclamation. In line with Section 105 (3) of the Constitution of the Federal Republic of Nigeria 1999 as amended, the governor of Edo state has the powers to issue proclamation and he is supposed to issue it immediately after he must have assumed office.
“Mr Chairman in the case of Edo state, the proclamation came ten days after he took office and when the proclamation was issued at the end of the day, the proclamation did not contain the time that the inauguration was supposed to take place. This created a confusion”.
The House after the presentation, desolved into the Committee of the Whole, during which the presiding officer, and Deputy speaker of the House, Idris Wase, put the consideration of the report into voice and was unanimously supported by the members.
“Motion that the house do adopt the report recommended say ‘Hi’ those against say ‘Nay’ The ‘Hi’ have it”
In all, Five considerations of the committee which includes that the Inspector General of Police and the Director General of the Department of State Services, shut down the Edo State House of Assembly and provide adequate security to allay further fears of intimidation and threat as alleged by members elect.
They further instructed that if the governor fail to obey the directives and were recommendations fail, the National Assembly should invoke the provision of section 11(4) of the 1999 constition as amended, to take over the state house of Assembly until the situation is normalized.
